Who can actually provide FEMA elevation certificate services?
A FEMA Elevation Certificate is a certified document. Only a licensed professional authorized by state law, usually a land surveyor, engineer or architect, can complete and sign the certification section. No drafting vendor can replace that signature.
Support falls into three groups:
- Licensed surveying firms: field-measure elevations and certify the form.
- Civil engineering firms: certify certificates, often alongside floodplain or drainage work.
- Outsourced CAD drafting providers: prepare drawings and exhibits for the licensed professional, who reviews, signs and seals.
If you are a property owner, you need the first or second group. If you run a surveying or engineering firm and want to offload drafting work, the third group is relevant.
What goes into an elevation certificate?
The certificate records building and site elevations relative to the base flood elevation (BFE) shown on the Flood Insurance Rate Map. Insurers use it to rate NFIP flood policies, and communities use it for floodplain compliance. It is also used in some map amendment requests, such as LOMA applications.
Typical content includes:
- Property address, legal description and building use
- Flood zone, FIRM panel number, date and BFE
- Elevation datum and benchmark information
- Elevations such as the bottom floor, next higher floor, lowest adjacent grade, highest adjacent grade, and attached garage or mechanical equipment, depending on the building type
- Building photographs
- The surveyor's or engineer's certification
The field data, which must be accurate and tied to a stated datum, is the part only a licensed professional can stand behind.
Where drafting support fits
The certificate is a form, but the data behind it often comes from CAD work. Drafting support can help with:
- Converting field survey data into a clean topographic or as-built drawing
- Showing building footprints, grades and spot elevations
- Preparing site plans and exhibits to accompany the certificate
- Building Civil 3D surfaces from survey points
- Drafting boundary linework so the lot and structure are shown correctly
- Processing point cloud or LiDAR data into CAD deliverables
The licensed surveyor remains responsible for field verification, the numbers on the form and the certification.
Comparing your options
| Provider type | Can certify the form? | Field measurements | Best for |
|---|---|---|---|
| Licensed land surveyor | Yes, if authorized by the state | Yes | Property owners, lenders, insurance agents |
| Civil engineer | Yes, if authorized by the state | Sometimes, often with a survey partner | Development and floodplain projects |
| Outsourced CAD drafting firm | No | No | Surveyors and engineers with a drafting backlog |
| Insurance agent or flood determination company | No | No | Flood zone lookups and coordination only |
How to choose support
For a property owner:
- Confirm the professional is licensed in your state and authorized to certify elevation certificates.
- Ask about the datum, usually NAVD 88, and whether they use the correct FEMA form edition.
- Ask whether they will provide photographs and a copy for your insurer or community.
- Get a turnaround time, since flood insurance deadlines can be tight.
For a surveying or engineering firm choosing a drafting partner:
- Check that the vendor works in your software, such as AutoCAD, Civil 3D, Carlson, MicroStation or Revit.
- Confirm the vendor will follow your layer standards and templates.
- Ask about NDAs and data handling.
- Test quality with a sample drawing before committing.
- Make sure review and sealing stay with your licensed staff.
How Land Drafters helps
Land Drafters, LLC is a US company in the Orlando, Florida area providing outsourced land survey CAD drafting to surveying and civil engineering firms in all 50 US states, Canada, the UK and Australia. Its services include boundary, topographic, ALTA/NSPS and as-built drafting, subdivision plats, construction staking drafting, Civil 3D surfaces, and point cloud/LiDAR to CAD.
Elevation certificate drafting is not a separately listed service. Land Drafters does not certify elevation certificates or perform field surveys. What it can do is support the CAD side of your workflow, so your licensed surveyor or engineer can focus on field work, review and certification. Please describe your specific deliverable when you reach out.
