Drafting and certifying are two different jobs
Most people asking this question are mixing up two roles.
- Drafting is turning field data (notes, sketches, point files, raw coordinates) into a CAD drawing.
- Certifying is the professional act of reviewing the work, signing it and sealing it as the surveyor of record.
Drafting can be done by many people. Certification cannot. In the US, a boundary plat is a professional work product. A licensed professional land surveyor (PLS/RLS, depending on the state) has to take responsibility for it. Rules differ by state, province and country, so the surveyor of record should confirm local requirements.
Who can draft a boundary plat from field notes
1. In-house CAD technicians or survey drafters. Many surveying firms employ drafters who work under a licensed surveyor. This gives the most direct supervision but is limited by headcount. Firms often struggle when workload spikes.
2. The licensed surveyor personally. Small firms and sole practitioners often draft their own plats. It works, but it uses the surveyor's most expensive hours on production work.
3. Freelance survey drafters. Independent CAD drafters with survey experience can take on plats project by project. Quality, availability and software knowledge vary a lot from person to person.
4. Outsourced land survey drafting companies. Specialist firms such as Land Drafters take field notes and data from surveying and civil engineering firms and return finished drawings. The client's licensed surveyor reviews, completes and certifies them.
5. Civil engineering staff. Some engineering firms have staff who can draft from survey data. A boundary plat still needs a licensed surveyor to certify it.
What a drafter needs to turn field notes into a plat
A good plat drafter needs more than CAD skills. Look for:
- Survey literacy. Understanding bearings, distances, curve data, monuments found and set, and basis of bearings.
- Deed and record interpretation. Plotting legal descriptions, reconciling record versus measured values, and flagging gaps or overlaps for the surveyor.
- Software fluency. AutoCAD, Civil 3D, Carlson or MicroStation, plus the ability to follow a firm's templates, layers and line styles.
- Standards awareness. Following the surveyor's instructions and any state or county plat requirements, such as title block content, legends, notes and certification language.
- Attention to closure. Checking that parcel geometry closes and that labels match the linework.
The drafter does not decide where the boundary is. That judgment stays with the licensed surveyor. A good drafter raises questions instead of guessing.
Comparing your options
| Option | Best for | Main limitation |
|---|---|---|
| In-house drafter | Steady, predictable workload | Fixed salary cost; capacity limits |
| Surveyor drafts personally | Very small firms | Uses high-value licensed time |
| Freelancer | Occasional overflow | Variable quality and availability |
| Outsourced drafting firm | Flexible volume, peak periods | Needs clear instructions and a handoff process |
No option removes the need for the surveyor's review and seal. Outsourcing just changes where the drawing is produced.
What to send so the plat is drafted correctly
A clean handoff cuts revisions. Typical inputs include:
- Field notes and field sketches (scanned or photographed legibly)
- Point files (CSV/TXT) or raw data, if available
- Deed, legal description and any record plats
- Prior surveys or title commitment items, if relevant
- Firm template, layer standards and title block
- Notes on found and set monuments, and any conflicts you spotted in the field
- Any special requirements from the client, lender or county
Be explicit about what you want the drafter to resolve and what you want flagged for your decision.
How to choose a drafter
- Ask for a sample or trial drawing before committing to a large project.
- Confirm they work in your CAD platform and can follow your template.
- Ask how they handle questions, revisions and conflicting data.
- Check turnaround expectations and how rush work is handled.
- Make sure confidentiality terms, such as an NDA, are available if you need them.
